2007-389 Seaside Broadcasting Organization, Eastern Passage, Nova Scotia. APPROVED – Change the authorized contours of CFEP-FM Eastern Passage by increasing the effective radiated power.
2007-385 CKUA Radio Foundation, Edmonton, Calgary, Lethbridge, Medicine Hat, Grande Prairie, Peace River, Red Deer, Hinton, Edson, Whitecourt, Athabasca, Fort McMurray, Spirit River, Drumheller, Banff and Lloydminster, Alberta. APPROVED – Renewal of the broadcasting licence for the English-language commercial FM radio programming undertaking CKUA-FM Edmonton and its transmitters. The licence will expire 31 August 2014. APPROVED – Exemption from the requirement to devote a minimum of 60% of the basic annual Canadian content development contributions to FACTOR or MUSICACTION.
2007-381 Trent Radio, Peterborough, Ontario. APPROVED - Type B community radio programming undertaking in Peterborough. The licence will expire 31 August 2014.
Note that Trent Radio has changed from being a Community-based Campus to a Type B Community radio station.
The Commission first gazetted this application in Broadcasting Public Notice 2007-31. In this public notice, the Commission also noted that the licensee had advised the Commission that over the last licence term CFFF-FM’s board of directors did not include representation from the university as required under Public Notice 2000-12 (the Campus radio policy).
In light of this information, the Commission was of the view that CFFF-FM’s board of directors did not include balanced representation from the university and considered changing the station’s class of licence from a community-based campus to a Type B community radio programming undertaking under the terms and conditions set out in Public Notice 2000-13 (the Community radio policy) and Public Notice 2000-157. The licensee agreed with the Commission’s assessment and requested that the Commission change CFFF-FM’s class of licence to a Type B community station. Accordingly, the Commission was of the view that it would be more appropriate to consider this application as an application for a new Type B community radio programming undertaking.

2007-376 Amherst Island Radio Inc., Stella, Ontario. APPROVED – Amendment of the broadcasting licence for the radio programming undertaking CJAI-FM Stella by changing the station’s frequency.
The Commission received an application by Amherst Island Radio Inc. (AIR) to amend the broadcasting licence for the developmental community radio programming undertaking CJAI-FM Stella in order to change the frequency from 93.7 MHz to 92.1 MHz. The licensee did not propose to change CJAI-FM’s authorised contours or any other technical parameter under which it currently operates.

2007-13 The Commission will hold a public hearing commencing on 3 December 2007 at 9:30 a.m., at the Conference Centre, Portage IV, 140 Promenade du Portage, Gatineau, Quebec, to consider various broadcasting applications. The deadline for submission of interventions/comments is 8 November 2007.
On 22 June 2007, the Commission issued Broadcasting Public Notice CRTC 2007-66 calling for applications for broadcasting licences to provide radio programming services for Ottawa, Ontario and Gatineau, Quebec.
The group of applciants includes two competing francophone community applications.

Practice Direction on the Provision of Confidential Access to Confidential Information

The Commission conducts its public processes in an open and transparent manner. In some instances, parties submit information in the course of proceedings for which they request confidentiality. In such cases other parties to the proceeding may request public disclosure of the information. If such a request is granted, the information is put on the public record. If it is determined that the harm outweighs the public interest in disclosure, the request is denied and the information remains confidential. In the absence of such a request, the Commission may require that information for which confidentiality is claimed be put on the public record.
The Commission is of the view that there may be instances where, in order for a party to be able to participate meaningfully in a proceeding, it must receive some access to confidential information. In order to allow for meaningful participation while respecting the confidential nature of certain information, the Commission proposes to grant confidential access under certain conditions in broadcasting and telecom proceedings, as well as make provision for in camera proceedings. In order to implement this approach, the Commission has developed a proposed Practice Direction on the Provision of Confidential Access to Confidential Information (the Practice Direction), which is set out in the Appendix to this document.
