Sarnia, Ontario

Application by Points Eagle Radio Inc. for a licence to operate an English and Aboriginal-languages native Type B FM radio programming undertaking in Sarnia.
The new station would operate on frequency 103.3 MHz (channel 277A) with an average effective radiated power of 3,400 watts (maximum effective radiated power of 6,000 watts/antenna height of 66.6 metres).
Toronto, Ontario

Application by Humber Communications Community Corporation for a licence to operate an English-language instructional campus radio programming undertaking in Toronto.
The new station would operate on frequency 96.9 MHz (channel A1) with an average effective radiated power of 60 watts (maximum effective radiated power of 60 watts/antenna height of 31 metres).
Edmonton, Alberta
Application No. 2006-1500-0
Application by The First Alberta Campus Radio Association to renew the licence of the English-language community-based campus radio programming undertaking CJSR-FM Edmonton, expiring 31 August 2007.
The definition of a Campus station as set out in Public Notice CRTC 2000-12 is a station owned or controlled by a not-for-profit organization associated with a post-secondary educational institution. The Commission also expects that the board of directors of a campus radio station will include balanced representation from among the student body, the associated college or university, station volunteers, and from the community at large.
CJSR-FM has advised the Commission that the university administration has not shown any interest in having a representative on the First Alberta Campus Radio Association’s board of directors.
The board currently has the maximum number of members. Should a seat become available, CJSR-FM has mentioned that it will work to recruit a University of Alberta administration or faculty representative to the board. The current board will work to create a policy that will be in compliance with Public Notice CRTC 2000-12 paragraph 56. The licensee has confirmed that this policy will be in effect in time for their next annual general meeting – tentatively scheduled to take place in early June. At this AGM, they will endeavor to elect a board that complies with the CRTC’s representation guidelines, if such a board is not already in place.
In light of this information, the Commission is considering the possibility of renewing CJSR-FM as a Type B community radio station as per the community radio policy (Public Notice CRTC 2000-13).
Peterborough, Ontario
Application No. 2006-1458-8
Application by Trent Radio to renew the licence of the community-based campus radio programming undertaking CFFF-FM Peterborough, expiring 31 August 2007.
The definition of a Campus station as set out in Public Notice CRTC 2000-12 is a station owned or controlled by a not-for-profit organization associated with a post-secondary educational institution. The Commission expects that the board of directors of a campus radio station will include balanced representation from among the student body, the associated college or university, station volunteers, and from the community at large.
CFFF-FM has advised the Commission that this association with Trent University may be non-existent and that its board did not include representation from the university.
The licensee indicated that Trent University’s administration stipulated, at the commencement of CFFF-FM’s operation, that in order for the university to collect the station’s membership from the students, an entirely independent legal entity needed to be created - separate from that of the university. It was the university’s desire to ensure that any real or perceived responsibility for the radio operations be eliminated. CFFF-FM’s association with Trent University is through their student members.
In light of this information, the Commission is considering the possibility of renewing CFFF-FM as a Type B community radio station as per the community radio policy (Public Notice CRTC 2000-13).
2007-97 Aboriginal Voices Radio Inc., Toronto, Ontario. APPROVED – Authority to use a subsidiary communications multiplex operations channel of CKAV-FM Toronto for the purpose of broadcasting a predominantly Tamil-language service.
2007-93 Campus Radio Saint John Inc., Saint John, New Brunswick. APPROVED – Technical change for the radio programming undertaking CFMH-FM Saint John, as noted in the decision.
2007-89 Fondation Radio Enfant du Canada, on behalf of a company to be incorporated, Gatineau, Quebec and Ottawa, Ontario. APPROVED – New French-language, Type B community AM radio programming undertaking in Gatineau and Ottawa. The licence will expire 31 August 2011.
The applicant stated that the new station’s programming will target children from 4 to 18 years of age. The programming will be by and for young people and will reflect specific educational objectives drawn from school programs.
Broadcasting Decision CRTC 2007-87
Complaints relating to the broadcast on CBC Radio One of A Literary Atlas of Canada, episodes entitled Whiskeyjack Blues and Room Available
You might want to read a decision released today by the Canadian Radio-television and Telecommunications Commission (CRTC).
In a nutshell, the Canadian Broadcasting Corporation has been slapped on the wrist for broadcasting literary readings containing graphic sexual content and course language, including what Americans so quaintly refer to as “The F-bomb.”
What is notable is that the complaint is not about the actual content that was broadcast, but about the time of day when it aired:
“While the readings were often illustrative and explicit, the words used were not gratuitous in the sense that they were integral to the writings being broadcast, as explained in the discussions with the authors. Nor was the language used in a manner that was intended to be negative or rude, or to purposefully shock or outrage the listener. Rather, as the host and interviewers attempted to explain during the program, the language and content of the readings were meant to convey an authentic experience.”
“The Commission finds that the episodes of A Literary Atlas of Canada that were the subject of the complaints in question included mature subject matter and were meant for a mature audience. This is not to suggest that the subject of literature is mature subject matter nor that the series itself was inappropriate or of low quality. Rather, it is the Commission’s view that the episodes in question should not have been broadcast at a time when children could reasonably be expected to be listening.
In the present case, the broadcasts occurred on a Sunday morning at 11:00 a.m., which is a time when children are likely to be listening at home or in the car, given that they are not likely to be in school or asleep. Accordingly, the Commission finds that the broadcast of these episodes by CBC Radio One, all on a Sunday morning, was inconsistent with the objectives of the Act, which requires that programming be of high standard.”
In other words, the CRTC found that within the context of these literary presentations, the language and subject matter were fine, but that it would have been better if they had been broadcast at a time when kiddies were unlikely to be tuning in.
