Quebec Election Rules

To all licensees of broadcasting undertakings serving the province of Quebec.

1.    On 21 February 2007, a provincial election was announced in Quebec. The election will occur on 26 March 2007.

2.    The Commission reminds licensees that the “black-out” period for partisan political programs, including election campaign advertising, was removed from the Broadcasting Act in 1991. However, licensees should note that this pertains to the “black-out” period under the Broadcasting Act only and that applicable electoral laws may vary from one province or territory to another with respect to campaign advertising or other matters. Licensees are advised to seek appropriate advice relating to matters of provincial or territorial jurisdiction.

3.    Any question pertaining to applicable provincial legislation should be referred to Quebec’s Chief Electoral Officer

Chetwynd Communications Society

Application by Chetwynd Communications Society to renew the licence of the English-language Type A community radio programming undertaking CHET-FM Chetwynd and its transmitter CHAD-FM Dawson Creek, expiring 31 August 2007.

As referenced in Decision CRTC 2002-137, as a result of the addition of a transmitter at Dawson Creek, CHET-FM now operates in a market served by commercial radio stations. In view of this market change and consistent with the Community radio policy (Public Notice CRTC 2000-13, 28 January 2000) the Commission is now exploring whether CHET-FM should retain its status as a community Type A station or be recognized as a community Type B station.

Campbellford Area Radio Association

Application by Campbellford Area Radio Association to renew the licence of the English-language Type B community radio programming undertaking CKOL-FM Campbellford and its transmitter CKOL-FM-1 Madoc, expiring 31 August 2007.

It appears to the Commission that the licensee may have failed to comply with the Radio Regulations, 1986 concerning the broadcast of Canadian content for category 2 music during the broadcast week of 9 to 15 January 2005.

This station has been monitored by Commission staff. A copy of the monitoring report has been placed on the licensee’s public examination file and can be obtained by contacting the CRTC documentation centres.

Radio Fanshawe Inc.

Application by Radio Fanshawe Inc. to renew the licence of the campus instructional radio programming undertaking CIXX-FM London, expiring 31 August 2007.

The licensee is also applying to amend its following condition of licence:

that the licensee devote, during each broadcast week, at least 2 hours of its programming to formal educational programming that provides academic instruction.

With the following condition of licence:

that the licensee devote, during each broadcast week, at least 2 hours of its programming to spoken word as researched and produced by students for curriculum requirements.

Radio Bishop’s Inc.

Application by Radio Bishop’s Inc. relating to the licence of the English-language radio programming undertaking CJMQ-FM Sherbrooke (formerly Lennoxville), Quebec.

The licensee proposes to change the authorized contours by increasing the effective radiated power from 500 to 1,670 watts (non-directional antenna/antenna height 108.3 metres).

The licensee advised that the increase in power was necessary in order to get its signal into the low lying regions of the Eastern Townships.

Application by Radio Bishop’s Inc. to renew the licence of the English-language Type B community radio programming undertaking CJMQ-FM Sherbrooke (formerly Lennoxville), expiring 31 August, 2007.

Following the revocation of the English-language AM radio station CKTS Sherbrooke owned by Corus Entertainment Inc., as set out in Broadcasting Decision CRTC 2006-674, the licensee is requesting to be recognized as a Type A community radio programming undertaking.

Application by Radio Péninsule Inc. to renew the licence of the Type B community radio programming undertaking CKRO-FM Pokemouche, expiring 31 August 2007.

It appears to the Commission that the licensee may have failed to comply with the Radio Regulations, 1986 concerning the broadcast of category 3 music during the broadcast week of 9 to 15 January 2005.

Erratum - The Commission hereby corrects Decision 2007‑47 by replacing the term “very low-power” (VLP), specified in the summary and in paragraphs 1, 6 and 10, with the term “low-power” (LP), as it relates to the approved undertaking.

Radio Gaspésie inc

Fontenelle, Quebec

Application by Radio Gaspésie inc. to amend the licence of the Type A community radio programming undertaking CJRG-FM Gaspé, Quebec.

The licensee proposes to add an FM transmitter at Fontenelle to broadcast the programming of CJRG-FM Gaspé in order to adequately serve the population of Fontenelle.

The transmitter would operate on frequency 97.3 MHz (channel 247LP) with an effective radiated power of 43 watts (non-directional antenna/antenna height of 255.8 metres).

The licensee wishes to improve the signal quality of CJRG-FM Gaspé in part of its core market and indicates that the proposed contours of the new FM transmitter will remain within the authorized contours of CJRG-FM.

Education Alternative Radio Society

2007-65 Education Alternative Radio Society, Prince George, British Columbia. APPROVED – English-language community-based campus FM radio programming undertaking at the University of Northern British Columbia in Prince George. The licence will expire 31 August 2013.
